Economic Adviser

The British Government’s Department for International Development (DFID) supports efforts to eliminate poverty in Ukraine, working with Ukrainian partners and international agencies. DFID works through the Development Section of British Embassy in Kiev, which is responsible for delivering a substantial programme of technical assistance (£7 million per year).

The British Embassy’s Development Section is seeking to recruit an Economic Adviser to join the team. This is a new and challenging job for someone with experience of economic issues in Ukraine, knowledge of project management and strong interpersonal skills.

Duties

You will be responsible for advising the DFID Ukraine programme on all issues related to the economic aspects of poverty reduction, such as: public sector finance, enterprise restructuring, revitalisation of economically depressed areas, small business development and trade policy. You will also provide cross-cutting advice on economic issues across the rest of our programme (covering social and health policy, rural development, enterprise etc.)

In this role, you will be responsible for appraising the design of new projects in the programme, working in a team with other professional advisers and the programme managers. You will also participate in the monitoring and evaluation of projects and contribute to DFID’s overall strategy for reducing poverty in Ukraine.

You will have particular responsibility for developing outputs 1 and 3 of DFID’s programme – closer Ukrainian integration into Europe and the world economy and increased livelihood opportunities – reporting to the Ukraine Programme Manager in Kiev. For this purpose, you will need to work closely with the output 1 and 3 teams of project officers in Kiev, sharing responsibility for project management. You will also need to use your knowledge, analytical and interpersonal skills and diplomacy to influence senior decision-makers in the Ukrainian Government and society and other donors.

You will be a member of DFID’s global economics advisory cadre, and will need to develop a good working knowledge of DFID’s global priorities and policies. You will be supported by a UK-based DFID economic adviser who will provide mentoring and act as a knowledge link to DFID’s global thinking on economics issues.

In addition to knowledge of economics you will need a commitment to development as well as sound political sensitivity. You will need a good deal of energy and an ability to organise work to deal with competing priorities, with only limited administrative support.


Skills

· A relevant Masters degree, or equivalent in a relevant discipline;
· at least 5 years recent experience working in Ukraine on economic issues, with a knowledge of current reforms;
· computer literate, with excellent oral and written communications skills in Ukrainian and English.
· knowledge of economic policy issues in other countries including the UK would be an advantage;
· experience of work with international donors would be an advantage.
· willing to undertake regular travel to the regions and ability to work on own initiative.

· Managing Knowledge & Information - acquires and applies knowledge and is willing to share and disseminate to colleagues in DFID and where appropriate beyond DFID.

· organisational and Financial Awareness - understands DFID, its culture, and structure and works to achieve its mission and values. Understands the importance of financial, information and other office management systems to DFID success and reputation. Carries out role and responsibilities to the standard expected in accordance with Office Instructions.

Selection

Selection from shortlisted candidates will be through a selection and assessment centre process, involving exercises to test professional knowledge and personal skills.

Terms and Conditions

The post will be on permanent basis, with a probationary period of three months. The candidate must be available to start work by the beginning of March. Salary will be commensurate with qualifications and experience, in the range of $25,000 to $35,000 per year.

This post is open to Ukrainian nationals or other nationals with permanent residence with the right to work and reside in Ukraine.

Closing date for applications: 14th February. Candidates must be available, if selected, for a short prequalification exercise (language test and technical exercise) in the week beginning 24th February and for a one and a half day assessment centre in the week beginning 3rd March.
