Terms of Reference

1. Post Title: Administrative Manager
2. Full time
3. Duty Station: UNDP Office, Kyiv, Ukraine
4. Principal Functions:

1.Provision of Travel Related Services and Transport Fleet Supervision Provide effective and responsive timely and quality travel related services 30%continuous
Facilitation of the meeting and accommodation of the UN travelers, visiting office, arranges for booking in hotels, when needed provide with statements for special DSA.
Facilitate issuance of visas and dealing with protocol matters;
Providing guests with information on the city and country;
Implement travel arrangements through the UN recommendedtravel agencies;
Provide travel related services (includes visas, tickets and others);
Facilitate UN LPs extension and reporting;
Introduce and maintain computerized arrival and departure information system;
Transport fleet supervision;
Develop and implement computerized transport management system for the country office.
2. Office Inventory Management Assure office inventory system maintenance and timely reporting; 30%continuous
Prepare and maintain equipment inventory cards;
Process disposals and arrange physical counts of the office equipment;
3.Maintenance management and general administration matters Arrange for proper office building maintenance, including periodic repairs; 30%continuous
Coordinates security arrangements and internal guards system;
Supervise the work of cleaners, maintenance specialist;
Reviews office premises to identify needs for improvement of the cleaning status;
Reviews office long-distance calls and prepares monthly breakdowns of costs;
Reviews office fax-calls and prepares monthly breakdowns of costs, monitors proper registration of the outgoing faxes;
Development and maintenance of the UN Bulletin Board;
Arrange working places for newcomers;
Issues IDs and maintains ledger of IDs;
Assures proper filing system in the CO. Participate in development and management of e-filing system (in line with new corporate policy).
Facilitation of conducting of surveys (DSA, COL, salary survey, etc.);
Assures that minor office supplies are available in the office including files, paper, cleaning supplies, envelopes, etc.
Drafts administrative correspondence on a variety of administration related issues;
Assists with custom clearance of the office and project goods;
4.Information and knowledge sharing Contributes to the preparation of the monthly bulletins and BC web-site update; 5 %periodic
Assistance to the international staff with search on the Ukraine specific information;
Implementation of the performance and impact assessment/reporting indicators;
Facilitate contacts with UN Agencies HQs on a variety of issues related to general administration and follow ups;
Performs a variety of functions related to the BC mandate for smooth operational implementation of the projects and other UN/UNDP activities in the country.
5. Other 5%periodic


Minimum qualifications:

At least 5 years of office coordination experience in the area of operations and administration;
Practical experience of work with central and local administrations and senior government officials is desirable;
Excellent management skills, including administrative and financial aspects and must be computer literate.
Fluency in English, Russian and Ukrainian;
Mature judgment combined with a proactive, energetic approach to problem solving.
Strong organizational and time management skills are a must;
Excellent communication and writing skills, ability to think clearly and precisely articulate are essential.
