(b) What is CEE Bankwatch Network

The CEE Bankwatch Network is an international non-governmental
organisation (NGO) with member organisations currently from 12 countries
of CEE and CIS region (Bulgaria, Bielorussia, Czech Republic, Estonia,
Georgia, Hungary, Latvia, Lithuania, Macedonia, Poland, Slovak Republic
and Ukraine). The basic aim of the network is to monitor activities of
International Financial Institutions (IFIs) in the region, and to propose
constructive alternatives to their policies and projects in the region.
The Network is focusing mainly on energy, transport and EU enlargement,
while working to promote public participation and access to information
about activities of IFIs in the CEE region. For more information about CEE

(c) Job description

International Transport Coordinator's general task will be to coordinate
and assist transport-related work of Bankwatch member groups. While having
political advise and guidance by the Bankwach Transport Team the
Coordinator must however be pro-active in collecting and analysing
information on IFI and EU related transport activities and making
suggestions for positive change. Coordinator must also be able to lead
international campaigns. The position is stimulating and challenging and
involves a considerable amount of travel. The position is full-time.

The work is very varied, with a permanent learning curve. The work
includes lobbying activities on the level of International Financial
Institutions or national governments; interacting with the European
Commission, the European Parliament; writing position papers; contributing
to the CEE Bankwatch Network newsletter; preparation of project proposals
and fundraising; organising seminars and workshops on IFI/EU-transport
related issues; interacting with the media; producing reports and studies;
cooperating with other environmental NGOs on issues of common interest,
etc.

One of the key tasks for the Coordinator in first year will be processing
of the new study for regional blueprints for sustainable transport (see
1997 issue of similar publication at
www.bankwatch.org/downloads/blueprint.pdf). The process of preparing the
study together with Bankwatch staff from the region will also serve as
process of defining future priorities for International Transport
Coordinator. In draft 3-year workplan the CEE Bankwatch Network has
however already listed following key mid-term priorities/demands in its
transport activities: update of regional transport analysis; EU
pre-accession funds should promote sustainable transport; EIB needs to
prepare and adopt its own transport policy; the World Bank and EBRD should
invest more in environmentally-friendly transport modes; begin process for
Strategic Environmental Assessments for transport sector developments;
have closer look to privatization of public transport systems in the
region and on railway restructuring operations.

The International Transport Coordinator should be citizen of the CEE
country. CEE Bankwatch Network offers a competitive salary and
compensation for the office and other related cost to the organisation.

(d) Profile of the successful candidate

We are looking for someone who has:
* sound knowledge of transport issues;

* both campaigning and research experience;

* experience in international networking, good organisational (attention
to detail, initiative) and communication skills, ability to use the
electronic communications tools;

* team-working ability and an outgoing personality (ability to build and
motivate teams);

* ability to work to deadlines within a flexible work environment;

* fluent written and spoken English (ability to communicate in Russian
would be an advantage).
